A worked Georgia example

Take a $275,000 property renting for $2,050 a month, financed with 25 percent down at an illustrative 7.5 percent over 30 years. The loan is $206,250, so principal and interest run about $1,442. Add roughly $211 a month in property tax and $133 in insurance, and the full PITIA payment is about $1,786. The ratio is $2,050 divided by $1,786, or about 1.15, which clears the 1.0 floor, so it finances, with room that depends on the exact numbers.
